Welcome! to our the RSA information page. You are here because you may have some questions as to what is a RSA? What does an RSA do? And does my business really need an RSA? These are all great questions, and I will do my best to try and answer some of your questions. Although there are many different kinds of RSA who specialzie in different roles other than weights and measures. Here I will address some of the basic information about the role of an RSA, their responsibility and obligations as an RSA for weights and measures. For information purposes, the information below will be taylored directly to just Electric Fueling Systems, or EVSE.

RSA Information

What is an RSA?

“Service agency” means a person, as defined in Section 12011, that for hire, award, commission, or any other payment of any kind, repairs a commercial device.

“Service agent” means a person employed by a service agency to repair a commercial device.

A Registered Service Agency is also defined as: A (Agency, RSA) is a company who is owned by a Sole 
Proprietorship, Partnership, Corporation, LP, LLC, or other business type that installs, 
services, repairs, or reconditions commercial weighing and measuring devices for payment. 

Who needs the services of a RSA?

Any who installs, maintains, and/or repairs EVFS/EVSE devices for commercial use must use a RSA to place the device into service. A device is considered for commercial use if it charges users by the kwh or by the hour.

Who may place an EVFS/EVSE into commercial service?

EVFS/EVSEs to be used for commercial purposes may only be placed into service by 
the State or county Sealer of Weights and Measures or a Registered Service Agency 
(RSA).

What does “Placed in Service” mean?

“Placed in Service” means to permit the use of a device that has been tested and found 
to be “correct” (meaning that the device(s) meets all specification and tolerance 
requirements from both manufactures and state regulatory compliances.)

What testing equipment is needed to be an EVFS/EVSE RSA?

The field test standard must be able to measure AC and/or DC electrical power from the 
EVFS/EVSE at the vehicle connector plug. The test standard must be traceable to the 
National Institute of Standards and Technology (NIST) or an ISO/IEC 17025 accredited 
laboratory. The service agent must assure that the field standard specifications meet 
the specifications of the EVFS/EVSE under test. 

What is the Responsibility of a Service Agency when placing a device into service?

Each service agency shall be responsible for compliance with the following:

Repairing or Placing Devices into Service. - Each service agency shall place into service, upon 
installation or following repair, a device in such a manner that it meets all the requirements of 
the California Business and Professions Code which also includes 
Weighing or measuring devices which are not “correct”, 
shall not be placed into 
service.

If someone or a business wants to be a Register Service Agency or Agent, are they required by law to have a license in the State of California?

Yes, any entity who wishes to operate as a RSA in the State of California must have thier licence. 

As an RSA, what legal obligations do I have when placing a commercial device into service.

When an RSA, places a device into services, the RSA is held responsible for when the the legal documentation is submitted to the county sealer and is held legally obligated to the device(s) they placed into service. (Meaning should the county sealer find the device(s) to be incorrect after the RSA files the document. The RSA who filed the incorrect place in service report, is now subjected to the law and its enforcement actions by the county sealer.)
