Welcome! to our the RSA information page. You are here probably because you may have some questions as to what is a RSA? What does an RSA do? And does my business or LLC really need an RSA? These are all great questions, and I will do my best to try and answer some of your questions. Although there are many different kinds of RSA who specialzie in different roles in the world of weights and measures, each thier own knowledge of thier speciality. Here I will address some of the basic information about the role an RSA. their responsibility and obligations as an RSA. For information purposes, the information below will be taylored directly to just Electric Fueling Systems, or EVSE.

What is an RSA?
“Service agency” means a person, as defined in Section 12011, that for hire, award, commission, or any other payment of any kind, repairs a commercial device.
“Service agent” means a person employed by a service agency to repair a commercial device.
A Registered Service Agency is also defined as: A (Agency, RSA) is a company who is owned by a Sole
Proprietorship, Partnership, Corporation, LP, LLC, or other business type that installs,
services, repairs, or reconditions commercial weighing and measuring devices for payment.
Who needs the services of a RSA?
Any who installs, maintains, and/or repairs EVFS/EVSE devices for commercial use must use a RSA to place the device into service. A device is considered for commercial use if it charges users by the kwh or by the hour.
Who may place an EVFS/EVSE into commercial service?
EVFS/EVSEs to be used for commercial purposes may only be placed into service by
the State or county Sealer of Weights and Measures or a Registered Service Agency
(RSA).
What does “Placed in Service” mean?
“Placed in Service” means to permit the use of a device that has been tested and found
to be “correct” (meaning that the device meets all of the specification and tolerance
requirements)
What testing equipment is needed to be an EVFS/EVSE RSA?
The field test standard must be able to measure AC and/or DC electrical power from the
EVFS/EVSE at the vehicle connector plug. The test standard must be traceable to the
National Institute of Standards and Technology (NIST) or an ISO/IEC 17025 accredited
laboratory. The service agent must assure that the field standard specifications meet
the specifications of the EVFS/EVSE under test.
What is the Responsibility of a Service Agency when placing a device into service?
Each service agency shall be responsible for compliance with the following:
Repairing or Placing Devices into Service. - Each service agency shall place into service, upon
installation or following repair, a device in such a manner that it meets all the requirements of
the California Business and Professions Code which also includes
Weighing or measuring devices which are not “correct”,
shall not be placed into
service.
